    Banning squeegee on the streets: a matter of "politically untouchable"? No more.

    Long ago I've been thinking about it and watching, is known for stories around the country, by my own experience in day-to-day, both in Brasília and in other cities. Long ago, well, I have discussed with close friends and studied a way to solve this problem. There is no magic formula or magic formula, but I've seen that it is a huge taboo, and nobody wants to raise controversy. Well, I get up, because I can not stand more: how to stop the big dirty game that has become the practice of "flanelismo" in the Federal District and throughout Brazil? For many years, not only the DF, but the whole country suffers with the question of the Keepers of cars, commonly called "squeegee." With the collapse of public transport in most Brazilian cities, the increase in average income of Brazilian citizens and ease of credit and financing, the fleet of passenger cars is increasing at a frenetic pace in recent years.

    The issue is not new and controversial is stuck in the throat of many. I will speak volumes about the level of national thing, but let me focus on the DF and in Brasilia, where I live, I live and where I think I can start a change. I assume that there is, yes, parents, watching cars, but I think it is not a huge amount of good, but composed by crooks, and runaways, drug users, traffickers and picks and other subjects of bad character.     I speak not this without data, not only this shot of my head. A survey conducted by the Civil Police of the Federal District shows that 25% of the squeegee irregular caught by officers in 2011 are crossing or are sought by police.     They know where you work, you know your schedule, your routine. They have power and you constragem. And what can you do? You are a hostage of this situation. Without exaggeration. In Brasilia, who has no car suffers. Any 17 year old or anyone who can not afford not to have a rusty old Lada knows this and is required to pass increasingly dire situations on public transport in the capital. There is also intimidation and aggression (sometimes physical, but mostly verbal) to those who refuse to pay. But on arrival are ubiquitous, as are almost never in the same place when it goes away, after more than a sport that is growing, common in other capitals, is the advance payment. Or the opposite in places of less constancy, such as concerts, bars and shopping, where you only see the figures at the end, when they charge the "service".

    Possible responses to the problem

    In some places have no solution to the problem. In New Hamburg, the city of Rio Grande do Sul, is now saving car crime . If caught, the squeegee can be prosecuted for extortion and illegal constraint. The law will apply to all keepers of vehicles that are working on the streets or public places.

    Individuals who are caught by the authorities will have the option of being referred for social projects developed by the City of New Hamburg. According to the Secretary of Social Development, Jurema Guterres, will identify the needs of these individuals so they can be accompanied by income-generating projects in the city. If you do not accept the proposal, will be taken to the police station, and account for improper exploitation of the activity on public roads, leading to the penalties provided in Article 47 of Law 3.688/41 (Law Criminal Misdemeanor) and art. 301 of the Code of Criminal Procedure.

    Here's how the first day of law but the law proposal is linked to the removal of these street people, their inclusion in state programs for qualification and employability.     Besides removing the squeegee from the streets, the project offers employment to disadvantaged youth between 16 and 21 years, bringing in a remunerated activity, providing legal and professional experience. There recovery center car, one way to increase turnover and even inhibit the use of car. The population sympathizes with the service and there is a social service being provided, in fact. Feather in Brasilia, to live without a car and take the bus ... well, I mentioned this several times, huh?

    Clarifying my opinion on the subject

    I leave it clear that I am vehemently against this abuse is the practice of guarding and washing cars in public areas. I agree that in most cases for extortion and illegal constraint. Insecurity is latent and the keeper of cars offers no factual and to society.

    I am favorable to correct the mistake that was to regularize this function in DF, prohibiting this practice and adding to its prohibition a great plan and program of education and awareness, as well as accreditation of emergency flanelinhas existing skills and employability through the competent organs as the Ministry of Labor and the Federal District Secretariat of Social Development and Transfer of Income. Dignified treatment to all, choice, but it harms the society, after all we need rules and regulations that benefit the whole society as a whole. Obviously, my biggest concern is social! Prohibit that there are people working as a squeegee should be an act of social policies, which in turn will avoid major problems in the public safety and not argue here that the problem is corrected with the use of state coercion and force. This should happen only when necessary and for those who obstruct the laws and the possibility of peaceful coexistence and in society, namely, that even for criminals with the ability to choose, choose to destroy the social fabric and act solely for the private benefit.

    It would be interesting to charge a nominal value and fully reverted to the education programs in transit and urban areas of highest concentration of cars in Mexico City, being managed by young people in need and seeking a first job, as seen in the experience of Colac / ES . This, of course, in line with a decent public transport system, efficient and effective, to give real choice to go to work without a car, getting dry in the rainy season in dry and clean, not feeling in a filthy wagon, insecure and expensive. Who is the DF know what I speak.

    I know it's controversial and I am open chest, exposing myself, because I believe that is a position that would positively affect all strata of the Federal District. If I were a public authority, propose similar law for DF, because I think it would be good for all: for drivers and also for the squeegee. I am against and who is there for, I would like to know the arguments that I may always have a mature view on the subject.

    After a long downtime on the blog (because of professional changes, and also by personal study load and commitments), behold, I come back to post more often here on the blog!

    Beginning with the meeting between the former candidate for President in 2010, former Senator and former Minister of Environment Marina Silva, Deputy District Joe Valle (PSB-DF) and former Deputy District Congressman and current Reguffe (PDT-DF) for a chat with the Movement for a New Policy . It happened last Monday (3/26/2012) in the auditorium of the Center for Excellence in Tourism (CET) of UNB.

    The meeting moved to the following questions: "How to talk politics without being naive or just dreaming? How do politics without being swallowed by the pragmatism that guides the strategies of the major political camps in the country that operate within the same range of interests and commitments? "- Was great to see the experience of these public figures, who gave personal testimonies about what spent and what they do today. However, my biggest concern is not that good to the stagnant politics, extreme minority, they do. But how good can they multiply?! How to bring good people and social commitment to the experience and even political party. Even with all the difficulties, decay and everything bad that is, if good is omitted, the terrible triumph!

    "The Republican Revolution in Education"

    I just read the new book this week of Senator Cristovam Buarque, a title which I reply here in this post "The Republican Revolution in Education". I leave here some impressions, but with no intention (much less pretense) exhaust the arguments for and details of the book, after all, this is one of those worth reading. Whether you're a fan or not of the ideas and arguments of Senator Cristovam, read the book. The book is basically a manual on how to revolutionize education in Brazil, adding a compilation of various Bills and other proposals implemented by the author, whether as a Senator, Governor of the Federal District (1995-1998) and Minister of Education (2003).

    It is divided into four parts: Table (which shows the current scenario of education in Brazil); Proposals (as the name says, with proposals to revolutionize and change this situation definitely staggering), Cost and Financing (with calculating how much it will cost the Revolution, either in purely financial aspects - how much money - as in strategic issues and what is at stake to not make the Revolution) and, finally, the Conclusion.

    The framework, as stated above, is horrifying. Schools degraded, poorly equipped, unmotivated teachers, underpaid, students submitted to a bad education, without monitoring, feeding, socially vulnerable, violence .... the list is huge. Social inequality and the school's "rich" and "poor," the abyss. The Basic Education in tatters contributes to higher education remain inclusive and very little in downward direction.

    "The cradle of inequality, the inequality is the cradle."

    As the frame is long and depressing, and many proposals are subject to a careful reading. My criticism is largely favorable, but I would argue, too, who read and do not agree with the points made. The creation of the National Teaching Career, where the teacher would have a salary of R $ 9,000.00, through the deployment of CEBI's - City with Ideal Basic School - in all municipalities of Brazil in a period of 20 years (see tables worth that show how this deployment would be staggered annually) through the creation of monitoring systems and student education in itself, professional, meritocratic measurement of teachers, infrastructure, etc. monitoring.
    The concern for Basic Education and the will to make it as a state project, a social and political aimed at putting Brazil on the axis of technological and social reconstruction through education of its people is evident. Treating education as a state policy, priority and strategically vital for survival in the international arena and for the welfare of citizens. This is the journey that must be made.

    Both the cost of doing as not to do, show in numerous tables and projections that the time is done early, but we can revolutionize education in Brazil. Treat the teacher as a major state careers and show it to people, building a future of cultural value as a trade is the most important for the country and its people, comfortable with a slice of the Brazilian Gross Domestic Product and that will impact in GDP itself over the years or simply continue as is, or worse? The costs presented in the show that it lacks not only a national leadership that leads to it, but social participation and commitment of the elite and the rulers, and (of course) the treatment of "social and strategic myopia" of those who do not see the importance of urgently to change the current scenario of education in Brazil.

    I close with a phrase contained in the book, which says: "The ball is round for the rich and the poor, but the pencil of the poor is very different from the computer of the rich." A school "equal" to everyone, ie, the basic structure and modern (computers, smart boards, indoor courts, laboratories of physics, chemistry, biology, and other equipment of utmost importance to the learning of our students) and complies regionalism inherent in such a large country like Brazil, is not only necessary, but morally and economically vital. A round school for rich and poor, leading our country to discontinue the current genocide intellectual and social and even economic, by not providing the basic tools of education to its citizens, increasing all indices unpleasant (violence, low education, shameful existence illiterates and functional illiterates in Brazil and so on ...) and putting our country in shameful positions in international rankings of human development, education and others.

    Um chamado maior, para honrar meus princípios

A vocês sempre deixei meus sinceros agradecimentos pelo apoio, sugestões e críticas. Know that a great change took place and start a new phase now, which I share with you. Saio do Partido Democrático Trabalhista (PDT) para o Partido Socialista Brasileiro (PSB). I let down my letter of disaffiliation, with more details on this output. Gostaria que vocês lessem, opinassem e repassassem a seus contatos. Conto com vocês nessa! Thanks for everything.

    I do not write with joy, nor do I feel hurt, anger or keep any kind of resentment. Escrevo sobre o fim de uma fase importante de minha vida, que teve altos e baixos e que teve mais de uma culminância em relativo curto período de tempo. I write about the end of my participation as a militant of the Democratic Labor Party (PDT) and the Socialist Youth (PDT JSPDT).

    As bandeiras pelas quais lutei e me fizeram entrar no PDT já não são mais respeitadas pela maioria dos que estão no Partido. Moreover, the discourse of renewal and socialist action, brizolista and left, gave way to political practice that has always abhorred: segregated, physiological and personalistic. Since I was not allowed to breathe or have their own thoughts, without a shadow hovering over me for defamation or retaliation silent that even completely unrealistic, as was whispered mantras to get established as true for the other militants. Those who want to overthrow me can rejoice, but leave the PDT without being chased or dominated. I go for a higher calling, to honor my principles, my friends and all who support me.

    This is the last resort for me to keep intact all that believe in politics and my work ethics and citizenship, in my consistency, independence, and the zeal and respect for all those who trust me daily. I would remind those who shared with me the dream of 2010, trusting in me and your vote on the ideas that I represent. Do not come to this extreme point of me disaffiliate and change the caption if I did not consider the situation untenable. Life goes by planned paths that end up becoming trails unknown and mysterious, but we are responsible for our choices and they are what define who we are and become.

    I leave the PDT after more than three years. During this period I met great figures from all over Brazil. Good comrades with whom I am sure that with them I still have the pleasure to rub shoulders in many future struggles. I had the pleasure to share a legend with great icon and example in my political education, today and forever Teacher Senator Cristovam Buarque. Each conversation was a great learning, and living every moment of an honor. In addition, continue to be a leader to be followed and a friend to keep a strong connection. By their example and people like Darcy Ribeiro, Brizola and Jefferson Peres, came to the PDT. It is to keep the zeal and willingness to defend his legacy, which budding much of what I have as priorities in politics, I leave the acronym. Another friend, who will now also be a companion beyond the acronym is Mr Reguffe, which still give many contributions to the Federal District over the years to come. Thanks to the two conversations, advice, companionship and moments we were together thinking of a way to make good policy. We will continue united in pursuit of the same cause.

    To continue to be the same person that you know, to breathe and speak without trying to crush my throat and my legs to keep autonomous, accepted the invitation by a major party with beautiful historical flags and with leaders of weight, to whom always respected. It was an honor to be invited to my queue to the militants of the Brazilian Socialist Party (PSB), along with Senator Rollemberg Rodrigo, whom I met when he was Congressman and, more closely during the 2010 election campaign. It's a party name as Miguel Arraes copies and Luiza Erundina. It is also the family home Capiberibe, whom I had the pleasure to meet and share with me the same thoughts about individuals like Colonel Sarney. And DF has Senator Rodrigo Rollemberg, which comes from the struggle of the youth, being a founder of the JSB. I arrive at the PSB and happy with my whole heart, knowing also be received as a person who wants to add to the political process, learn and share knowledge, fighting clean, democratic and free collective gain for the people of the Federal District. I come with friends who had, some I knew and many others who now have the pleasure to know going forward. I'm glad belief in my potential and I can develop along with the Party and the Youth of the PSB so that we can find a better way within the policy brasiliense. I am grateful and aware of the responsibility for my participation in this new space, which will continue to work diligently with the usual.

    So why not give me better able to keep me true to my principles, and do not agree to a project that covers certain variables to which I do not believe and do not project the future space of collective change, I seek new path. This clash of thoughts between forces in the party and my beliefs do not allow me to move forward in a healthy and democratic. For you who believe in me, who are my strength and my motivation to keep the political willingness to fight on, despite adversity constants that are part of it, always encouraging me to not give up, to walk forward and never give up my principles, I take this decision in search of coherence. It does not seek to abandon the dream of social transformation honest, clean, sustainable and dignified to which I join with you, to keep my conscience clean, and believing that we know the time to move to fresh air and embrace new life stages, do not bury my values.

    I'm sure that the PSB be able to keep everything we believe and this new address we can build a deep foundation, strong and sturdy, leftist, socialist, and meritocratic principles without having to abandon or give away for any reason that may perturb try everything so fight. I have a big task ahead, acting as President of the Young Socialists in the Brazilian Federal District (DF-JSB). Together with the Secretary of Youth JSB-DF, the new executive elected and our members, we will build a young, active and democratic to fight for a Federal District that dream and deserve.

    Thanks to everyone who supported this decision. Know that it was considering making all those who believe it is possible to make policy without selling out. You are my fuel! When I decided to enter politics and I run, I did it a dream and the community. My personal choice was based on what I want for society. My fight is not personalistic. It seeks a more just life for all as it is with equal opportunity and social justice that will modify our reality. I'm arms and ears open to receive and listen to each and every one who wants to talk about the details of this whole story.
